Excet’s senior management is comprised of scientists and engineers holding advanced or terminal degrees.  All have grown from bench level researchers to broad-based program managers in U.S. Government research laboratories and engineering support facilities over careers spanning decades.

Richard A. Matuszko

President & CEO

Mr. Matuszko is the founder of Excet and has acted as the company President & CEO since April 2005. He has been working in the Government Contracting business for 32 years and has 35 years of experience in Chemical and Biological Defense (CBD) research and engineering. Prior to founding Excet, he worked as a scientist, engineer, program manager, and Vice President for a mid-sized Government Contracting firm for over 21 years.

Mr. Matuszko received a Bachelor of Science in Chemical Engineering from Yale University, and a Master of Science in Chemical Engineering from the University of Virginia. Mr. Matuszko has also received extensive business training through executive business courses at both Harvard Business School and Babson College.

James L. Fye, Ph.D.

Senior Vice President

Dr. Fye has 16 years’ experience working at the Naval Research Laboratory, initially as a post-doctoral fellow and subsequently as a contractor directly managing research support efforts for branches of the Chemistry Division, including the Center for Corrosion Science and Engineering (CCSE). During this tenure, Dr. Fye worked as both a laboratory and field researcher on physical/analytical chemistry programs and as a program manager running the NRL Operations for GEO-CENTERS and then Excet. Prior to joining Excet, he managed 70 contractor employees and seven contracts at NRL with a total annual revenue on the order of tens of million dollars. With Excet, he has 15 years’ direct experience managing all aspects of R&D contracts for NRL, and has initiated and managed extensive subcontracts and vendors for the CCSE. He interacts with the branch head, section heads, individual researchers, and has great familiarity with current research programs and projects, NRL facilities, intellectual property assets, and collaborations with other agencies and private sector firms. His program management experience includes basic and applied laboratory research, as well as demonstration and evaluation of new technologies. Corrosion research program areas with which he has great familiarity include coatings development, ballast water treatment systems, fuel cell research, and Future Naval Capabilities projects.

William Green

Senior Vice President/ Secretary

Mr. William Green is a Senior Vice President for Excet. He heads Excet’s technical recruiting efforts, manages Excet contracts with NIST and the US Army Center for Environmental Health Research, and provides program management for fuel cell and alternative energy research projects at the Naval Research Laboratory. Mr. Green received a B.S. in Chemistry from the University of Southern California and an M.S. in Environmental Science and Engineering from the University of North Carolina at Chapel Hill. Prior to helping found Excet, he had a wide range of work experiences as an industrial chemist, software salesman, system installer, and as a technical sales chemist for an environmental services firm, to name a few. He subsequently worked for a government contractor with the future CEO of Excet. This collaboration was so successful that they left the company to found Excet. Since that time, he has shown rare and valuable capabilities in recruiting rare talent such as corrosion engineers, and in professional relationship maintenance that have helped distinguish the company from its competitors. Mr. Green is responsible for recruiting dozens of technical employees and successfully obtaining and retaining superlative scientists and engineers to meet and exceed Excet’s client program and staffing requirements.

Robert P. Hallsworth

Senior Vice President / CFO / Treasurer

Rob Hallsworth serves as the Senior Vice President, Chief Financial Officer (CFO), and Contracts Administrator for Excet. One of his primary responsibilities includes the coordination of all contract compliance submissions and oversight of government property management activities for Excet’s contracting activities. Mr. Hallsworth leverages and manages Excet’s Management Service Provider (MSP) for all of our accounting services. The responsibilities that fall under his purview include; assisting the Program Managers with costing and scheduling, implementing a reporting system to provide real-time access to cost/schedule information for individual research tasks and total program data, integrating cost/schedule input from subcontractors into a format compatible with Excet’s Deltek system, primary corporate authority for DCAA & IRS audits, and overseeing all corporate accounting activities. Moreover, he provides monthly financial reports to our program managers and clients, ensuring compliance with the terms and conditions of the prime contract; FARS, DFARS, and federal, state, and local laws and regulations, and providing deliverables IAW contract schedule to the appropriate designated government POCs.

Patrick Nolan, Ph. D.

Chief Scientist – Chemistry

Dr. Nolan has 34 years of experience in academia, industry, and Government R&D in the areas of chemistry, aerosol science, and chemical and biological Defense (CBD). His professional accomplishments cover the range from basic and applied science, through engineering and development in a variety of CBD programs, and has resulted in 12 technical publications and 4 patents.

Jorge Maciel, Ph.D.

Chemistry/Biology Division Manager

Dr. Jorge Maciel is a molecular microbiologist with 20+ years of research experience working in the areas of infectious diseases, immunology and protein engineering. Dr. Maciel previously supported the U.S. Army Combat Capabilities Development Command (CCDC) Chemical Biological Center (CBC), formerly known as the Edgewood Chemical Biological Center (ECBC), Biophysical Chemistry Branch affinity reagents team in developing new antibodies against various biological and chemical agents of interest.  Dr. Maciel currently supports CCDC CBC in developing new strategies against various biological and chemical agents of interest, using his knowledge of biological threat agents and the scientific principles which limit the effectiveness of current biological detectors, samples, and assays to develop new countermeasures.

Geoffrey Doyle, Ph.D.

R & D Division Manager

Dr. Doyle is a Senior Program Manager for Excet, and the Division Manager for the R&D Division. He heads Excet’s technical support to the U.S. Naval Research Laboratory with facilities in the National Capital Region and Key West, FL. He ensures all contracts remain within cost, scope and schedule. Dr. Doyle holds a Bachelor’s of Science in Chemistry from Northland College, and a PhD in Biological and Agricultural Engineering from Kansas State University. He also completed a Post-Doctoral Research Assistantship with the USDA Agricultural Research Service. Dr. Doyle has been an instructor and program manager for the University of Oklahoma and SAIC/Leidos prior to joining the Excet team in 2014. He retired from the USMCR with the rank of Lieutenant Colonel after serving in Panama, Afghanistan and several deployments to the Mediterranean.

Ana R. Richey, SPHR

Director of Human Resources & Benefits

Ana Richey serves as the Human Resources and Benefits Director at Excet, Inc. Ms. Richey joined the company in September of 2015 and brings more than 15 years of progressive human resources management experience in the government contracting industry. Ms. Richey has managed the development, implementation and support of multiple HR initiatives in complex work environments, and has expanded her professional portfolio to include the management of a non-profit organization in the education industry.
