Rob Hallsworth serves as the Senior Vice President, Chief Financial Officer (CFO), and Contracts Administrator for Excet. One of his primary responsibilities includes the coordination of all contract compliance submissions and oversight of government property management activities for Excet’s contracting activities. Mr. Hallsworth leverages and manages Excet’s Management Service Provider (MSP) for all of our accounting services. The responsibilities that fall under his purview include; assisting the Program Managers with costing and scheduling, implementing a reporting system to provide real-time access to cost/schedule information for individual research tasks and total program data, integrating cost/schedule input from subcontractors into a format compatible with Excet’s Deltek system, primary corporate authority for DCAA & IRS audits, and overseeing all corporate accounting activities. Moreover, he provides monthly financial reports to our program managers and clients, ensuring compliance with the terms and conditions of the prime contract; FARS, DFARS, and federal, state, and local laws and regulations, and providing deliverables IAW contract schedule to the appropriate designated government POCs.
As the CFO, Mr. Hallsworth also heads the company’s purchasing, subcontracting, and procurement activities. Having over 30 years of experience as both a Contract Specialist for the U.S. Army Material Command and the Contracts/Subcontracts Manager for a large R&D defense contractor, Mr. Hallsworth is well-versed in all of the various “cradle-to-grave” aspects of large-dollar Government contracting and subcontracting. Throughout his career as a defense contractor, Mr. Hallsworth was responsible for the award and administration of all company subcontracts, many in excess of $1 million. Mr. Hallsworth has administered and overseen over $40 million in annual subcontract value during his tenure at Excet. His responsibilities include signature authority for subcontracts, reviewing subcontractor proposals and conducting price/cost analyses, protecting the Government’s interests via enforcement of FAR compliance matters with subcontractors, scrutinizing subcontractor invoices, and responding to DCAA audit inquiries relative to subcontractor costs incurred. Mr. Hallsworth has executed over a thousand purchase orders and subcontracts valued at over $140M while serving as CFO for Excet.
