History and Overview

Excet has been assisting our clients with equipment maintenance services for over 15 years through various research support contracts.  In September 2019, Excet was awarded a multi-million dollar, 5-year, dedicated equipment maintenance contract with the U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC).  The equipment maintained ranges from the high-end (e.g. multi-axis additive manufacturing equipment, NMRs, GC/MS, etc.) to standard laboratory equipment (e.g. hoods and filters, autoclaves, etc.).

As part of our on-going historic support, as well as the new dedicated contract, Excet has developed relationships with a group of Original Equipment Manufacturers (OEMs) and non-OEMs to provide maintenance and warranty support to many pieces of equipment.  The non-OEM support provides the same or better service, while at a reduced cost, and includes the option of extending the equipment warranty.  We maintain OEM support at the clients’ request or in the rare case when the non-OEM provider is not capable of servicing specific pieces of equipment.

The existing system for equipment maintenance at most Government sites requires individuals (i.e. division-level, team-level, researcher-level, etc.) engaging with OEMs to perform service on individual pieces of equipment/instrumentation on a “one-off” basis.  This approach is proven to have several inefficiencies:

  1. Each piece of equipment requires an individual contract action, including creating a Purchase Order (PO), the transfer of funds to each PO before award, followed by the tracking and closeout of the PO.
  2. Dealing with OEMs who maintain a limited number of qualified staff who are required to cover large, multi-state geographic areas on a daily basis, resulting in limited availability and untimely scheduling.
  3. Equipment located in sensitive areas/facilities, requiring a Federal employee to dedicate time to meet and escort the service technician (with the added problem of schedules that can be delayed or cancelled by variables such as traffic when traveling across their vast service areas or last minute emergency requests).
  4. Higher costs of individual coverage for each piece of equipment (i.e. no bulk discounts can be utilized).
  5. Higher hourly costs/rates that OEMs charge because they market themselves as the only solution to maintain warranties, etc. (i.e. akin to car salesmen and dealership service).

Excet’ combination of OEM and non-OEM providers results in an overall process that provides a better, faster, and cheaper system than the current systems in place that are substantially based upon OEM dependence.  Our solution addresses and resolves inefficiencies outlined in bullets 1 through 5 above by:

  • Engaging in a single, mulit-year contract action is patented superior to one-at-a-time single year purchase orders. [Better]
  • Our non-OEM support team includes thousands of highly-qualified technicians ready to perform any/all maintenance required, with a large cadre within short driving distance of the desired sites, shortening response time significantly. [Faster]
  • Excet provides highly skilled on-site Program Manager and Task Leaders at each Government site who will oversee and provide greeting and escort services for all technician visits onto the campus. [Better]
  • By combining equipment on a single contractual vehicle, economies of scale can and will be achieved. [Cheaper]
  • Instead of exclusively using OEM personnel to perform the service, Excet utilizes its established vast network of skilled technicians to perform much of the maintenance while still maintaining all equipment specifications and retaining all manufacturer’s warranty coverage. [Cheaper].
